Skills not being loaded from ~/.agents/skills

What version of Codex is running?

codex-cli 0.94.0

What subscription do you have?

What issue are you seeing?

After upgrading to 0.94 I moved my skills from, $CODEX_HOME to ~/.agents/skills I expected them to be available but they are not.

Just in case I erased $CODEX_HOME/skills but that did not fix it either:

Skill Creator Create or update a skill
Skill Installer Install curated skills from openai/skills or other repos

I only get the two default skills.

What steps can reproduce the bug?

As described above.

To clarify something, I want to place them in ~/.agents so they are my global skills for every agent I use. If that is not how this was intended, then it is not a bug.

Version 0.94.0 added support for project-local .agents/skills. The next release will add support for global ~/.agents/skills. A PR was just posted if you want to follow its progress.

Still doesn't seem to work when codex is run in WSL

. I can find the skills in codex vscode codex plugin but not codex desktop app
