When the plan mode is enabled and you request an explanation of options, pros and cons, or recommendations, such as a tech stack or problem-solving strategies, the plan mode UI keeps displaying the options instead of providing an explanation.

What steps can reproduce the bug?

When plan mode gives you the options, selecting the option to type your response and asking it to explain the options triggers another loop, causing the UI to repeatedly show the options panel instead of composing a chat message with an explanation of the options in the plan mode. To resolve this, you must manually disable the plan mode, send the chat message again to explain the options, and then re-enable the plan mode for it to execute the plan mode.
