Natively Customizable Plan Template

What variant of Codex are you using?

CLI

What feature would you like to see?

I want to be able to customize the instructions that are being used for the plan mode. I want to be able to use the harness that surrounds the plan mode, the question asking UI and the question asking harness. I want to be able to customize what questions are asked the template of the plan that the Codex proposes and preferably adding multiple types of plan templates that can be used in different types of projects. This will change the dynamic of coding a lot because every user can customize the plan that they want for a specific repo. So this will give a lot of control in the user's end. Claude code can't do this because it is closed source but I think Codex can pull it off.

Yeah, we can do that with new plan template md file and guiding the agent to use that. But it will just make divergent instructions into context and it will reduce the quality of the model, the thinking and intelligence of the model. I can also use skills but the problem is the same that in context the default template of plan is different and the plan template I am providing is different. So I want a way with which we can override the template that the Codex is using for planning.

Additional information
