Open In doesn't recognize VSCode-portable instances not can apps be added to the list

What issue are you seeing?

A list that includes my Terminal, iTerm, Finder and VSCode, but is not editable, nor does it recognizes apps outside the Application's folder

What steps can reproduce the bug?

Create a vscode portable copy in Downloads, open codex, not listed, not able to be added

What is the expected behavior?

To be able to add applications/binaries in other paths to the Open-In select. They should probably be stored in the .codex folder or the app support
