codex resume only has scope of your current dir. if you do so from another dir it has no idea. make it so resume sees a list of all resumable ones, not an empty list if youre in another dir. hint github copilot laready has this feature

What steps can reproduce the bug?

make a codex chat, chat a bit, then go into another dir and try codex resume, it will show u nothing. u have to be in the same dir. atl east show a CTA that theres in another dir or add anotehr tab like how copilot has tabs for remote/alldirs/current/local etc

What is the expected behavior?

expected is it shows me all my chats there that are resumable, not per dir.
