Regression Shift Tab no longer cycles plan mode

What issue are you seeing?

Shift Tab doesnt cycle plan mode in a fresh chat - instead it highlights these cards that appear in a fresh chat (summarize last weeks PRs etc..)

What steps can reproduce the bug?

start new thread, press shift tab to go into plan mode

What is the expected behavior?

it should cycle plan mode
