Codex fails to continue unit tests in background terminal

I'll tell codex to run a battery of long running tests, often manually specified or implied by a description of a set. Codex will start the first couple tests, when they end codex will claim to start the next test but never launch a background task that would perform the test. The chat will sit there doing nothing until I interact with it. I ask for status after more than enough time passes and codex realizes it hasn't started the test, so starts the test immediately. This breaks automation.

I'm working on arm macos, in a java + gradle project.

This is codex 5.3 on extra high reasoning.
