GPT 5.3 Codex constantly lies about its available tools

The following scenario happens maybe 8 sessions out of 10, once context is below 85-90%.
When asked to run simple commands on my rust codebase, like cargo build, GPT 5.3 Codex keeps asking for permissions and when allowed, refuses to, stating it can't run commands via (tool calls) in this turn.
When I confront it to its lies by making it list all available tools in the turn, it repeats the same thing and sometimes ignores new prompts.
GPT 5.2 Codex works as usual.
