Do users of other companies' development tools need to verify their identity when using 5.3-codex?

It is absurd that users of third-party tools like GitHub Copilot can access GPT-5.3-Codex features without identity verification, while I—an ordinary developer working on standard, benign software projects—am treated like a threat actor and silently downgraded. I have never submitted high-risk or malicious requests, yet your aggressive filtering penalizes me indiscriminately. Why is my direct payment to OpenAI worth less trust than a Copilot subscription?
