In follow-up to #11266 (closed as not planned), I want to clarify that this request is specifically about tool/UI capability, not just prompting behavior.

In Default mode, prompting can encourage more clarifying questions, but it cannot reproduce the Plan-mode popup/select experience because request_user_input is unavailable outside Plan mode. I would like to allow agents in Default mode to use the same option-based question tool used in Plan mode (or provide an equivalent mechanism), with guardrails.
