This button should save the plan to the repo I'm working in, not to the downloads folder.

It's not clear that downloading to your project is the behavior most users want here.
I'll change from a bug report to a feature request, and we can see what other Codex users think.
This feature request hasn't received enough upvotes, so I'm closing it.
