Functions.request_user_input should be available in default (ask) mode

What variant of Codex are you using?
App, IDE, CLI, Web
What feature would you like to see?
Currently, in CLI (i have not tested in Codex app), codex should be able to use functions.request_user_input tools regarding whatever mode user uses.
