High Risk Cyber Activity Bug

I am continually getting the message saying: "⚠ Your account was flagged for potentially high-risk cyber activity and this request was routed to gpt-5.2 as a fallback. To regain access to gpt-5.3-codex, apply for trusted access: https://chatgpt.com/cyber or
learn more: https://developers.openai.com/codex/concepts/cyber-safety"

This happens even without using gpt-5.3-codex. It has happened with gpt-5.2-codex (any reasoning), and GPT5.2 (high or xhigh). I am randomly getting switched to GPT5.2 (medium) whilst Codex is mid-work.

Openai support just seems to be ignoring me and sending stock answers.

I am showing as verified on https://chatgpt.com/cyber and I have tried logging out of codex and back in, and uninstalling and reinstalling. I have also tried on another separate system and encountered the same error.
