Can't create environment

I'm trying to run cloud version at https://chatgpt.com/codex/onboarding/environment

What platform is your computer?

Darwin 24.3.0 arm64 arm

What steps can reproduce the bug?

1. Make sure you're logged in as a Plus subscriber
2. Connect ChatGPT connector to selected github repos
3. Confirm in Codex onboarding that github org is connected
4. Confirm selected repos are in the access list
5. Agent internet off

What is the expected behavior?

Create environment button is enabled.

What do you see instead?

Create environment button is disabled.

Additional information

I also tried to turn agent internet access on and set to common dependencies and allowed all HTTP methods - create environment button still disabled.
