Bug: incorrectly flagged for cyber while building app; routed to GPT-5.2 Codex

Steps to reproduce

1. In the Codex app, work on a normal app project (no cyber content).
2. The system flagged the conversation for "cyber" and blocked coding progress.
3. After submitting feedback in the Codex app, the app keeps routing me to GPT-5.2 Codex instead of the normal experience.

Expected behavior

No false "cyber" flag for normal app development, and no forced routing to GPT-5.2 Codex for a paying customer.

Actual behavior

Normal coding was flagged as "cyber" and I was routed to GPT-5.2 Codex afterwards.
