I'm not sure this is a bug or expected feature:
Add new skill files in the repo, and then click start new session, type '$' in the app, the new skills won't show in the suggest list.
In my view, since a new session corresponds to a fresh Codex process, it should be able to pick up the newly added skills automatically.

What steps can reproduce the bug?

1. Add new skill files in the repo
2. Click start new session
3. Type '$' in the app
4. The new skills won't show in the suggest list.

What is the expected behavior?

The new skills show in the suggest list.
