IDE context automatically send .env when the file is opened.

The terminal control card stop button either doesn't work or doesn't display as stopped.

What steps can reproduce the bug?

Open .env and chat. Try to press stop when it has terminal in the background.

What is the expected behavior?

Secret sensitive for the IDE context and respect .gitignore. Terminal stop button should have more permission to control those background tasks.
