Require Escape twice to interrupt

Do not interrupt the first time Escape is pressed, instead wait for a second keypress.
Additional information
It's very easy to interrupt the model accidentally by pressing Escape. Interrupting when pressed twice is less prone to accidents. This is similar to https://github.com/openai/codex/pull/8936.
Previously in https://github.com/openai/codex/pull/8760 but closed for lack of prior discussion.
