Enable the request_user_input tool in default mode

What feature would you like to see?

Currently, the request_user_input tool only works when in Plan Mode, but ideally it should also be enabled in default mode, especially for the creation of human-the-loop agentic flows, where during execution, the codex interacts with the human to have a fluid and more dynamic workflow with the human intervening during the middle of the process, instead of waiting to finish everything to iterate with comments or revisions.
