Usage limits warning message appears despite limits not being close to exhaused

**What issue are you seeing?**

I am seeing an increase number of warnings in the CLI about switching model despite my limits are still ok.

In addition the limits seem to change. Sometimes it flickers at 5% and then goes instantly to 0%.
