File search does not work

Codex @ symbol file search straight up does not work. It fails to find majority of the files in the project.

What steps can reproduce the bug?

1. Open a VSCode workspace that contains substantial amount of files
2. Attempt to give codex references to a few random files using the @ symbol

What is the expected behavior?

The search works and the searched file is found
