Oauth not working via CLI and Codex

What version of the Codex App are you using (From “About Codex” dialog)?

What subscription do you have?

Go

What platform is your computer?

Microsoft Windows NT 10.0.26100.0 x64

What issue are you seeing?

i could not get CLI or codex to work via Oauth in my windows however, it could work on my mac.

both cli and app gives me the following error.
■ unexpected status 401 Unauthorized: You have insufficient permissions for this operation. Missing scopes: api.respons
es.write. Check that you have the correct role in your organization (Reader, Writer, Owner) and project (Member, Owner),
and if you're using a restricted API key, that it has the necessary scopes., url: https://api.openai.com/v1/responses,

I have tried the following:
-remove cli and remove ./codex folder, logging in via Oauth using Codex App.
-copying my auth.json from mac (throws the same error)

What steps can reproduce the bug?

clean uninstall, install, login cli or app via oauth.

What is the expected behavior?
