NPM install blocked (403 / registry access)

What issue are you seeing?

npm install fails with E403 / 403 Forbidden while fetching packages from npm registry.

What steps can reproduce the bug?

Create a an expo rn app and then run npm install.

What is the expected behavior?

Dependencies install

https://github.com/DavidJGrimsley/time2pay/tree/codex/create-expo-project-with-initial-structure is where I found this issue. I can't let Codex test the app so I have little idea if any of the code it wrote actually works. So now I have to pull this to my machine and run it which basically makes codex web useless.
