Smooth scrolling on Windows is hardcoded and can't be disabled

What issue are you seeing?

Codex app on Windows has smooth scrolling hardcoded to enabled. Since smooth scrolling implementation is terrible on Windows OS, this makes scrolling in Codex very laggy.

What steps can reproduce the bug?

1. Open Codex windows app, start a chat and attempt to scroll up and down

What is the expected behavior?

1. The smooth scrolling can be disabled so scrolling over the chats is not slow and laggy
