Add a chat auto-title strategy option: “first words of the first message” or “summary-based”

Right now, Codex auto-generates new chat titles as a general summary of the conversation. For my workflow, this makes chat list navigation harder: I start sessions with a keyword/task number, and previously (when the title came from the beginning of the first message) chats were much easier to find visually.

Please add a user setting to choose the auto-title strategy:

1. Summary-based (current behavior)
2. First message prefix — use the first N words/characters of the user’s first message

Expected behavior:

• Codex settings include a global switch for auto-title strategy.
• When First message prefix is selected, new chats get titles from the start of the first user message.
• Existing chats are not auto-renamed (applies to new sessions only).

Why this matters:

• Faster navigation across work chats with task codes.
• Predictable, concise titles.
• Compatibility with established workflows (legacy approach).
