todo tool in gui codex should show at least 3 items clearly without inset box-shadow covering

third issue is being covered by inset box-shadow. the todo gui component needs to be taller or box-shadow removed.

What steps can reproduce the bug?

have codex use it's own todo tool and create 3 simple todo items.

What is the expected behavior?

follow the rule of three and see three todo items that are single line clearly.
