What issue are you seeing?

agents always ingore some major rules in agents rule file after some prompts.

1) Arbeitsmodus und Zusammenarbeit (verbindlich)

• Zuerst wird die Aufgabenstellung erfasst und praezisiert.
• Danach erfolgt die Planung im Dialog mit dem Nutzer.
• Die Umsetzung wird in Phasen unterteilt.
• Die Phasenplanung darf bei Bedarf im Dialog angepasst werden.
• Standardmaessig wird nichts umgesetzt, solange der Nutzer die Umsetzung nicht ausdruecklich anfordert.
• Ohne ausdrueckliche Umsetzungsaufforderung bleiben alle Inhalte Theorie, Analyse und Planung.
• Eine Phase wird nur auf ausdrueckliche Aufforderung des Nutzers umgesetzt.

after about 4-5 prompts, when i start a new phase in the roadmap, it instantly starts the implementation instead of the phase without discussion like in rules defined. when i ask about it it tells me, "yes i was wrong. lets discuss it...."

What is the expected behavior?

it keeps closer to the agent rules and wont forget it always... special the first dicsussion, working on details and starting on command not on its own...

Additional information

i want to use it as a tool not to vibe or blind code with it...
similar issue is with the rules tell when i start new phase it have to mark it as in progress... but some times it forgets to mark it as progress...
