Top menu bar buttons do not respond to clicks on Windows (File, Edit, View, Window, Help)

What version of the Codex App are you using (From “About Codex” dialog)?

I can't see the version number because the "Help" button didn't respond when clicked.

What subscription do you have?

plus

What platform is your computer?

Windows 11 x64

What issue are you seeing?

On the Windows version of the Codex app, the top menu bar buttons do not respond when clicked.
The affected buttons include:
File
Edit
View
Window
Help
Clicking any of these menu items produces no response at all:
no dropdown menu appears
no action is triggered
no error message is shown
This makes the top menu bar effectively unusable on Windows.

What steps can reproduce the bug?

Steps to reproduce
Open the Codex app on Windows.
Go to the top menu bar.
Click any menu item such as File, Edit, View, Window, or Help.

What is the expected behavior?

Expected behavior
Clicking a menu bar item should open its corresponding dropdown menu and allow normal interaction.

Actual behavior
Nothing happens when clicking the menu bar items. The buttons appear visible, but they do not respond to mouse clicks.

Frequency
Always reproducible.
