Different accounts = different weekly limits?

What issue are you seeing?

I’ve often mentioned in token-usage discussions that I never really felt like my account had the x2 limits promo that’s supposedly in place.
Today, I compared my data with a colleague, using only activity since the last reset on March 11, so we’re looking at the exact same timeframe. The data was extracted with ccusage. And we're both on the Plus plan.

I mostly use Codex 5.4 on medium, while he uses 5.4 on high. In the screenshot, the left panel is my data and the right panel is his.

My total token usage is about 2x his, however, I consumed 66% of my weekly limit while he consumed only 10%. This implies his weekly quota is about 3x mine.

I know limits are not publicly detailed and may even be dynamic, but I don't expect different limits on different accounts on the same plan as that would be a terrible user experience.
Also, this may actually be related to why there have been so many complains about weekly limits, maybe it's a bug in the quota itself, not the tokens being used.

What steps can reproduce the bug?

Just track token usage + weekly limit over time, estimate weekly quota and compare across accounts.
