Enabling `/ide` before resending a message doesn't work

Realized I forgot /ide after sending a prompt, so I enabled /ide and resent it, but Codex can't see my highlighted text. Typing a new message in the same chat works.

What steps can reproduce the bug?

1. Open a new chat
2. Disable /ide
3. Ask Codex about some text highlighted in the IDE (it won't be able to as expected)
4. Enable /ide and resend message (it still won't be able to, not expected
