Codex demands creating a sandbox even when I run it with --yolo

What steps can reproduce the bug?

On a fresh system run codex --yolo in any directory

You get trust folder prompt (separate existing issue)

Followed by a prompt to create a sandbox

What is the expected behavior?

This is working as intended. The trust prompt isn't the same as a sandbox. If you run with --yolo you will not have the protections of a sandbox. The trust prompt determines whether the project is trusted and controls, for example, whether to load configuration overrides from that project.

@etraut-openai the trust is not the subject of this bug. The subject of this bug is the demand to create sandbox when --yolo is on. If I only ever run codex with --yolo I will never need the sandbox.
