Now, with both config setup and AGENTS.md guidance, the main agent (orchestrator) will not actively delegate subagents even for strong signal use cases by the subagent descriptions.

Is this a feature designed? If so, I would like to see a control to enable the orchestrator can actively delegate subagents or disable.
