Local skills showing up as Installed skills is misleadin

Skills in a project folder as showing up as Installed Skills

What steps can reproduce the bug?

Open codex app > open Skills on nav bar > See Installed

What is the expected behavior?

ideally they should not be present there (show at project level) - else if it is shown in Skills tab, tag it accordingly (and perhaps have option to copy it into global ~/.codex/)
