feat: `--configure/-c` to open the `~/.codex/instructions.md` in $EDITOR

one thing I've found really useful when iterating on tools like codex is the ability to quickly open up the configuation file. I tend to add a --configure/-c flag onto my CLIs that open it with $EDITOR, which would allow for users to quickly edit their global instructions
