Windows App WSL: Opening Codex causes ubuntu to not be able to execute .exe files

Microsoft Windows NT 10.0.26200.0 x64 and Linux 6.6.87.2-microsoft-standard-WSL2 x86_64 x86_64

What issue are you seeing?

When I open WSL through the terminal I can execute cmd/powershell commands, but once I open Codex App, I cannot execute these through the codex shell or through an external ubuntu shell. I get this error

-bash: /mnt/c/Windows/System32/WindowsPowerShell/v1.0/powershell.exe: cannot execute binary file: Exec format error

This gets resolved if I restart the PC, but same issue occurs if I start Codex App.

What steps can reproduce the bug?

Try to use powershell.exe in the codex terminal in the WSL app.

What is the expected behavior?

This was not happening in previous versions. I am using this for android testing using adb, but my agents are not able to execute windows powershell commands anymore.
