bwrap namespace error when using apply_patch

What issue are you seeing?

Since my last update of codex I get the error:
bwrap: No permissions to creating new namespace, likely because the kernel does not allow non-privileged user namespaces. On e.g. debian this can be enabled with 'sysctl kernel.unprivileged_userns_clone=1'.
making apply_patch non-working. codex therefore falls back to using perl for file edits.
apply_patch was working fine before the update though, so I think this is a codex bug.

What steps can reproduce the bug?

Trigger a workflow with apply_patch.
