希望在 Codex 界面中提供一个可见的 Skills 面板，用于展示当前会话或当前环境中可用的 skill 列表。用户可以直接查看有哪些 skill 已安装、可使用，并支持一键复制或点击插入 skill 名称，方便在对话中快速调用。
Codex should provide a visible Skills panel in the UI to show the list of skills available in the current session or environment. Users should be able to see which skills are installed and usable, and quickly copy or insert a skill name into the prompt for immediate use.

目标价值 / Value
当前 skill 安装后主要保存在本地目录中，用户很难在界面里直接知道哪些 skill 已经可用。增加可视化列表后，可以降低使用门槛，提高 skill 的发现效率和复用率。
Today, installed skills mainly exist in local directories, so users have no clear in-product way to know which skills are currently available. A visible list would reduce friction, improve discoverability, and increase actual skill usage.
