What issue are you seeing?

In the recent versions (around the past 1–2 months), when Codex provides file links, if the file path contains Chinese characters, the link often fails to open or opens an incorrect file.

What steps can reproduce the bug?

This issue is consistently triggered whenever a file path contains Chinese characters and I ask Codex to locate a function, reference code, or provide a clickable file link.

What is the expected behavior?

It should not create a new file with URL-encoded Chinese characters in the path (e.g., %E7%XX%XX) and open that instead.
