Plugins briefly appear on launch, then disappear after Codex finishes loading

What issue are you seeing?

Codex desktop briefly shows new features (plugins) right when the app launches, then they disappear a moment later after the app fully loads.

I already tried all of the following and the behavior did not change:

• updated Codex CLI from 0.116.0 to 0.117.0
• cleared app caches
• fully reset ~/Library/Application Support/Codex
• fully reset ~/.codex

This seems unlikely to be a local cache/state issue at this point. It looks more like account-side feature gating / remote config
overriding the initial UI, or a desktop app bug tied to account state.

What steps can reproduce the bug?

1. Open Codex desktop
2. Observe that new features briefly appear during startup
3. Wait a moment for the app to finish loading
4. The features disappear

This happens consistently across restarts, including after full local state resets.
