Codex Windows App spawns popout windows that can't be resized

Clicking on "Open in Popout Window" opens a pop out Window that can't be resized.

What steps can reproduce the bug?

1. Use Windows Codex App
2. Click on Popout Window for a thread
3. Thread opens in a tiny window that can't be resized

Only happened after latest update with Plugins.

Honestly guys I love the speed you're working on this, but Windows and the App really feels like a subpar experience today. From the inconsistent update experience to random bugs and features disappearing like this now. It'd be a lot easier to locally fix this in a fork if this was open source or had a proper Windows nightly/beta pipeline to provide more direct feedback.
