Shift+Enter does not work in VSCode terminal

What issue are you seeing?

Shift + Enter causes send request instead of new line. In both Plan and Execute mode

What steps can reproduce the bug?

1. Run VSCode
2. Open built-in terminal
3. Run codex
4. Write anything and try to press Shift + Enter

What is the expected behavior?

Should work like how works in Alacritty or iTerm2
