Typing reply in desktop notification is a NOOP

What issue are you seeing?

Reply via notification is not working. Replies entered are not added to the session.

What steps can reproduce the bug?

When Codex App is in the background
And it finishes a task
And it pops a notification
The notification has a "Reply" field
BUT
When I type a reply
And submit the reply
Nothing happens

The notification is dismissed, Codex comes to front, but my reply is not entered and I have to type it again.

What is the expected behavior?

When Codex App is in the background
And it finishes a task
And it pops a notification
The notification has a "Reply" field
AndI type a reply in the notification "Reply" field
And submit the reply
Codex enters the reply in the session, and starts an agent turn
(And, preferably — this is a separate bug — DOES NOT STEAL FOCUS)
