Codex 5hr limit exhausted too quickly across runs

What issue are you seeing?

Codex's 5 hour usage limit becomes exhausted after less than an hour of implementation + testing. I started hitting the limit halfway into a remediation plan of my current project, most of which is a minor to moderate code patch then testing where the most of the session's time is spent, so it doesnt even use up tokens.

What steps can reproduce the bug?

Requesting a simple refactor within the project.
