CLI reports usage limit reached for Business team seat while usage dashboard says no Codex rate limits

What version of Codex CLI is running?

codex-cli 0.118.0

What subscription do you have?

Business (team workspace; this account has the only assigned Codex seat)

Which model were you using?

gpt-5.4 (reasoning high)

What platform is your computer?

Linux 6.19.10 x86_64 unknown

What terminal emulator and version are you using (if applicable)?

Zellij (TERM=xterm-256color)

What issue are you seeing?

The CLI immediately reports:

■ You've hit your usage limit. To get more access now, send a request to your admin or try again at Mar 20th, 2027 3:36 PM.

This happens even on a simple prompt like Hey.

/status shows:

  • Account: Business
  • Permissions: Full Access
  • Model: gpt-5.4
  • premium limit: blank

At the same time, the ChatGPT Codex usage page says:

Your plan does not impose Codex rate limits

The affected account is the only user assigned to the Codex seat in the workspace. Other users in the same workspace can use Codex, but this account cannot.

What steps can reproduce the bug?

  1. Sign in to Codex CLI with a Business team workspace account that has an assigned Codex seat.
  2. Run Codex CLI 0.118.0.
  3. Send any prompt (for example Hey) or check /status.
  4. Observe the usage-limit error above, despite the usage dashboard showing no Codex rate limits for the plan.

What is the expected behavior?

The assigned Business-team Codex seat should be able to use the CLI normally, or the usage page should show a matching limit state. The CLI and usage dashboard should not contradict each other.

Additional information

This started happening when I got switched to Codex only seat, the ChatGPT seat works normally, but the API based pricing for some reason does not. Where can I contact the support to resolve this?

For us, it was the fact that you had to preload the account before Codex seats would work.

The error messages are absolutely abysmal and not correct, downright deceiving.

What do you mean by "preload" account? If you found a workaround this issue, please let us know.

@nenad-ggstudio preload, as in, purchase credits beforehand, usually these subscriptions allow you to use as much as you want and then bill you at the end of your cycle. Claudes codex seat works by having you buy credits ahead of time, and then spending them.
