App: Add configurable 'Queue Next' keyboard shortcut (separate from Queue Last and Steer)

What feature would you like to see?

Please add a dedicated Queue Next keyboard shortcut in the Codex App.

Current behavior I’m using is:

  • Enter -> queue last/send behavior
  • Cmd+Enter -> Steer

I’d like a third, explicit action for Queue Next so I can move through queued follow-ups quickly without overloading Steer/Enter semantics.

Ideal behavior:

  1. A first-class Queue Next action in the composer/thread controls.
  2. A default keybinding (or unbound by default) plus fully configurable remapping in Keyboard Shortcuts.
  3. Works consistently with existing queue settings and composer enter behavior preferences.
  4. Visible in shortcut docs/UI so users can discover it.

Additional information

I use queue-heavy workflows and this would reduce friction when juggling multiple queued follow-ups. A related bug issue exists for Cmd+Enter reliability (#11060), but this request is for a new dedicated action/binding.
