When using Cmd + to magnify the Codex interface, the tooltip menus for
the top-right controls (GPT-5.4 dropdown, Memo, Settings) become hidden
or inaccessible. The tooltips fail to render at the magnified zoom level.

What steps can reproduce the bug?

1. Open Codex app
2. Press Cmd + several times to magnify the UI
3. Attempt to access the top-right menu controls (GPT-5.4, Memo, Settings)
4. Notice the tooltip/menu is not visible or inaccessible
