Following .github pr template in codex cloud

When creating pr, it would be good that codex cloud could identify the repo PULL_REQUEST_TEMPLATE.md and follow the format and fill the information in a smart way.

Currently, the pr created by codex is not following the guideline and has to be manually fixed
