What issue are you seeing?

Hit a rate limit. then upgraded to pro. Rate limit did not disappear until the 5 hour window ended. On the web: codex usage was showing the 95% usage available, but cli was showing red text "you've hit rate limit "

What steps can reproduce the bug?

Hit rare limit in codex CLI, while being on Plus subscription.
Upgrade to Pro.
Type anything in codex CLI, still getting rate limited.

What is the expected behavior?

After upgrading the rate limit should be recalculated on server side (or clear cached limits timer/data)
