Add support for Rider is in "Open In" menu on Windows

What issue are you seeing?

Rider is not being detected as IDE to open from on Windows. Not seen as option among the other IDEs or editors

What steps can reproduce the bug?

Open Codex

What is the expected behavior?

Should see Rider, I have it insalled:

yet not seeing it as option here:
