5h and weekly limits are used without any request been made. I had 80% left of 5h limit. After 3hours of inactivity limit now is 18%.

What steps can reproduce the bug?

/status command
go away for 15 minutes
next /status refresh is showing less %

What is the expected behavior?

usage count is working
